The main objective of this study is to show the effects of public policies of mass transport supply on the modal structure of journeys in a large built-up area such as rio-de-janeiro in Brazil. The working hypothesis on journeys and mobility concerns their relative specialisation on the one hand and the acceptance of situations of want on the other. This duality expresses itself notably by a differentiation between mobility constrained directly to resort to determined lower level modal uses (city buses, surburban trains) and a mobility constrained but indirectly to use private cars. This cross-section of a differentiated and dual market of urban transport is completed by analysis where the authors analyse the principal characteristics and expressed demand of mass transport in the long-term. A classification and an analysis of periodicity is achieved, using the evidence from the elasticities in demand associated to the usual main demographic and economic parameters and analyses of the values of these elasticities by the classical periods in the history of urban transportation in Brazil. (1) the first part of the paper analyses the change in demand and its characteristics (elasticities, periodicity classification, modal distribution) from the 1940's to the present day; (2) the second part is an analysis of the concomitant change in supply policies (volume of investment and indicators of the quality of the service by mode); (3) the third part establishes by means of a break-down of the social costs of travelling by mode and by passenger/km, a cost analysis for each structure of the modal distribution analysed.(a) this paper is presented in an abstract form.
