EVALUATION DE LA RENTABILITE ECONOMIQUE ET SOCIO-ECONOMIQUE D'UN PROJET DELIGNE FERROVIAIRE A GRANDE VITESSE

Analysing high speed train links consists in examining the positive and negative repercussions of the project compared to a reference situation where no high speed train exists usually the present situation -projected to the horizon of the project. This takes the form of a two-stage analysis: (1) micro-analysis of the project; an inventory is made of the differences in investments, costs and revenues, recorded annually for a given period by the firms promoting the project; (2) socio-economic analysis; in addition to the advantages recorded in stage (1), the effects of the hst are studied on: -transport users (time savings, reduction in transport costs); -other transport companies (part of the additional traffic consists of users who previously used another transport mode). It is therefore necessary to evaluate the eventual variation in benefits of these competing transport modes; -countries (the impact of the introduction of the new link on the budgets of the countries concerned must be measured); -the community in general (areas of employment, safety, environment, regional planning). So as to make possible a comparison of all quantifiable values, the flow of payments for each year of the given period is updated and a rate of internal economic return is calculated.
