A study has recently been undertaken on behalf of the British standards institution of the state of development and use of non-coin operated parking payment systems. A survey of manufacturers of such equipment both in the UK and abroad identified a range of such systems varying from very simple read-only devices through several types of decrementing systems to credit cards and smart cards. Particular attention is being paid by manufacturers to aspects of card security, provision of a secure audit trail and ease of maintenance. A complementary survey of parking system operators was also undertaken including local authorities, transport industries and private car park companies. Extensive use of such systems for off-street parking was observed but there exists a current reluctance to extend their use to on-street applications. The paper identifies the reasons for this reluctance, and uses the information derived from the surveys to discuss the probable future development and use of such systems for parking purposes in the near future.(a) for the covering abstract of the seminar see IRRD 816514.
