THE CHART SYSTEM OF ASSESSING STRUCTURAL MAINTENANCE NEEDS OF HIGHWAYS

The report of the committee on highway maintenance (the Marshall report) included recommendations on standards of maintenance for use by highway authorities and the outline of a system for inspecting roads to ascertain their conditions in relation to those standards and for applying ratings to assist in the determination of priorities for remedial treatment. Since publication of the report a comprehensive programme of study and development has been carried out, supplemented by wide-ranging discussions with highway authorities. This report sets out the results of these studies. It describes in detail methods of inspecting roads to provide data for evaluating their structural maintenance needs and of processing such data manually. It also outlines the chart program suite now available for computer processing the data to a stage at which priority for treatment and the treatments required are indicated. Further the report discusses the developments in the Marshall standards and concepts now used and gives advice on the planning, organising and carrying out of inspections based upon the practical experience of many highway authorities.
