A comprehensive and reliable transport network is needed by British industry if it is to compete effectively. Efficient freight transport is critical for industrial success. Improvements in transport management and vehicle productivity must be accompanied by improvements in the nation's infrastructure if efficiency is to be maximised. A choice of modes is needed to accomodate the spectrum of loads to be moved, and to provide effective competition. This notwithstanding, most companies now choose to send their freight by road. But there are still many gaps in the road network; physical gaps, overloaded sections, and sections suffering from major reconstruction when full of traffic. Industry depends on roads for a reliable and predictable level of service. Siberian weather conditions earlier this year brought the economy to a halt, and further underlined the need to devote sufficient resources to keep roads reliable. Evaluating the real benefits of roads and facilities to users is a difficult business which has not yet been mastered.
