The various "engineering" disciplines in the United Kingdom operate within varying levels of quality assurance (qa). At the extremes the aerospace industry operates under virtually 100% qa systems whilst in the highway construction industry probably 10% is an overestimate. Developments are now taking place which encourage the acceptance of qa systems into all spheres of civil engineering and this paper considers progress and application in the field of highway construction and maintenance. Government white paper (cmnd 8621). In July 1982 a white paper entitled "standards, quality and international competitiveness" was presented to Parliament by the secretary of state for trade. The main purpose of the white paper was to increase international competitiveness but the "spin-off" will affect all engineering disciplines. Consideration is given to aspects of the white paper such as "public purchasing" and "quality assurance and certification". Quality assurance schemes. The philosophy of all qa schemes is as follows:-(a) management/quality systems shall accord with BS 5750 and be controlled by a quality manual. (b) quality control systems shall operate to a technical schedule appropriate to the scheme. (c) a third party shall be responsible for overseeing the requirements and performing random periodic checks to ensure the quality system is operating correctly. (d) the target quality level is generally that in existence in the better firms of the applicable industry.
