The methodologies applied and lessons learned from competitive tendering for support services within London underground limited and other transport organisations are described. London regional transport act required competitive tendering for all appropriate services within London underground limited. The intent within the lrt act was to introduce competitive pressures to internal services, many of which had always been "sole sourced" to the internal direct labour contractors. An intensive programme of organisation change, development of tenders/contract materials and procedures changes was undertaken on the client side of London underground limited's engineering department. One of the keys to this process was to develop the right level of documentation to allow effective competitive tendering without major increases in overhead costs. Important decisions were made along the way regarding performance criteria versus schedule of rates, the level of detail in specifications, the amount of work to competitively tender and contracting out decision criteria. A progressive programme with evolutionary change was selected to ensure that the organisation could respond to the lessons learned from competitive tendering with the expected payoffs averaging 30 to 35% reduction in unit costs.
