EXISTING ENERGY LAW AND REGULATORY PRACTICE IN TEXAS
Federal and state law affecting the production and use of energy in Texas consists of a bewildering complex of constitutional provisions, statutes, caselaw, and regulatory practice. This project was intended to survey briefly this legal morass and to draft a handbook to help lawmakers, administrators, scholars, and energy producers and users cut through it. The report identifies and summarizes the principal federal and state statutes dealing with exploration, production, processing and conversion, transportation/transmission, distribution, and use of energy and relevant environmental restraints. It also contains extensive indexing and cross-referencing to administrative practices, caselaw, and more intensive scholarly analysis and commentary.
