EQUIPMENT MANAGEMENT BY HIGHWAY AUTHORITIES IN THE UNITED KINGDOM
In the United Kingdom, the Highway Authority Direct Labor Organizations (DLOs) are increasingly being required to operate in direct competition with private contractors. The DLOs must minimize their equipment costs. This discussion briefly describes the Transport Management Organizations' renting of equipment to the DLOs in open competition with private hire companies, and in some instances taking over the management of mechanical services.
