INCONSISTENCIES IN TRUNK ROAD DESIGN AND ENVIRONMENTAL TRAFFIC AND ECONOMIC ASSESSMENT --HIGHWAY APPRAISAL AND DESIGN. PROCEEDINGS OF SEMINAR R HELD AT PTRC SUMMER ANNUAL MEETING, SUSSEX UNIVERSITY, ENGLAND, JULY 14-17, 1986. VOLUME P285
The "leitch report" (see IRRD 230248) on trunk road assessment appeared in 1977 and since that time the Department of Transport (dtp) has endeavoured to apply the findings in a common way at public inquiries. This common way has not worked satisfactorily for urban roads and the standing advisory committee on trunk road assessment (sactra) has been reformed to review the existing methods. (the findings of this committee are likely to be available before presentation of this paper.) from this background the main purpose of this paper is to review the application of the assessment practices and processes described in the manuals, standards and advice notes produced by the dtp, e.g. Cost benefit analysis (coba) and manual of environmental appraisal (mea), at a number of recent public inquiries into major urban roads. With the completion of certain key inquiries and recent issuing of decisions by the secretary of state, certain analyses can now be made. Some inconsistent, and indeed contradictory, evidence has been presented on behalf of the dtp and other problems of interpreting the manuals have been discovered. The main areas to be examined are in relation to: -the assessment and significance of "rat-run" issues; -noise and air pollution and three-dimensional design -problems of presentation; -visual obstruction and intrusion -two rival methods are in use; -under-evaluation of pedestrians, cyclists and bus stop users; -significant design standard contradictions; and -variations and inaccuracies in economic evaluations. It is important that both the public and professionals are aware of these failings both in relation to the sactra review for urban roads and the changes in responsibility for the provision of major urban roads in this country.(a) for the covering abstract of the seminar see IRRD 813541.
