CHANGES IN USERS' BEHAVIOUR UNDER CONDITIONS OF RESTRICTED PASSENGER CAR USE - EXPERIENCES IN YUGOSLAVIA --TRANSPORTATION PLANNING METHODS. PROCEEDINGS OF SEMINAR M HELD AT THE PTRC SUMMER ANNUAL MEETING, SUSSEX UNIVERSITY, ENGLAND, JULY 14-17, 1986. VOLUME P282
There are exceptionally few opportunities to study passenger car users' behaviour in vivo in the case of a restriction imposed on the use of personal cars. In the course of two years there was such an opportunity in Yugoslavia and the results of the research are presented in this paper. The changes in "before and after" behaviour were investigated in detail through interviews with personal car owners in Belgrade (yugoslavia's capital) and the small town of sombor. The following factors were determined: significant changes in the selection of travel purposes, travel length, duration and spatial distribution, as well as frequency depending on the size of the city, residential area characteristics and distance from the centre of the city, and quality of public transport. Some of the results of this research are as follows: -in some areas, irrespective of the size of the city, the use of passenger cars ceased (i.e. 14% and 24% of passenger cars are not used in intraurban and extraurban conditions respectively). -in the large city, the number of trips by passenger car declined from 17% to 25% per area depending on the trip purpose and provision of urban public transport. -in the small city, decline in mobility amounts to 17-45% as compared to the situation before the restriction. -the main alternatives to the use of passenger cars in the large city are public transport and a spontaneously organised "park and ride" system. In the small city, the main alternatives are pedestrian trips and bicycle ride. -the inhabitants halved the use of their passenger cars for extraurban trips. -the extraurban mobility of inhabitants of the large city was reduced by 38% and of those from the small city by 48%.(a) for the covering abstract of the seminar see IRRD 812674.
