SBF'S 5TH ANNUAL STATE DIRECTORS SURVEY

Although Pennsylvania and New Jersey, two states with large school bus fleets failed to respond, the 5th Annual State Directors Survey yielded an 84 percent response from 47 states and the District of Columbia. Findings included the following: Despite the fact that more than 83 percent of the buses in school transportation were manufactured prior to the 1977 DOT safety standards the number of these type buses is steadily declining as more and more of them are retired from service or upgraded; 19 states have had fires onboard school buses within the last five years; 6 states do not require any type of hands on driver training for school bus drivers; school bus sales have grown; only 7 of the 47 states have regulations in place requiring that wheelchairs on school buses face forward; special education transportation is a high priority; 4 out of every 5 states require emergency evacuation drills for school children traveling on small Type A and Type B "handicap" buses; the number and types of emergency exits required by the various states; whether or not aisles must be clear at all times, and whether or not headlights must be on while buses are in operation; handling of children with communicable diseases traveling on the bus; drug testing procedures and requirements for bus drivers; and overall safety of school buses on highway interstates and flammability standards.
