LIGHTING UP TIME FOR BRITAIN'S MOTORWAYS
The case for lighting the whole of the m25 rather than just the present 25% is considered. A contrast is made between the in-car luxuries now accepted as standard and the outside environment -seen as hazardous. Experience has shown that once a motorway is completed it is often necessary to construct as much lighting again as was initially installed. Several references are quoted regarding the relationship between lighting and accidents and show that lighting produces a significant reduction in the number of night-time accidents. This also applies to the bringing of old lighting installations up to modern standards. The Department of Transport advice note ta 49/86 which provides a format for considering the cost of lighting provision against the value of its benefits is also mentioned. Reasons for lighting the m25 are listed but the author feels it is unlikely to happen unless there are higher accident statistics or pressure from motorists. (TRRL)
