This publication is the first of seven on guidelines for the environmental analysis of highway projects. The document discusses the principal transportation planning considerations which should be incorporated in all phases of the highway/transportation planning process - from initial transportation systems studies, through project location and design phases, to the actual construction of a new roadway improvement. The document emphasizes the continuing and evolving nature of the process of generating alternatives and the need for integrating an assessment of impacts on the social, economic, and physical environment into the planning process.
