THE EVOLUTION OF HOV FACILITY DEVELOPMENT IN SOUTHERN CALIFORNIA

The state-of-the-art in HOV treatments in the Los Angeles-Orange County area is continuing to advance based on local and nationwide experiences. There is increasing interest and commitment to this form of improvement along freeway corridors as available space and funding become more restricted. Experiences in this area indicate that we are gradually adopting useful planning, operation and design guidelines which have applicability in other areas. There is an improved understanding among the practitioners for consistency in planning and applying solutions. There is also an awareness that much still needs to be learned, and that the viability of the concept is not shared by all. This paper discusses the planning, implementation and results of the HOV facilities in the Los Angeles-Orange County area.
