TRANSPORT OF DANGEROUS GOODS: EUROPEAN DATABANKS ON REGULATION

LES BANQUES DE DONNEES EUROPEENNES SUR LA REGLEMENTATION DU TRANSPORT DE MATIERES DANGEREUSES

At the request of the European Conference of Ministers of Transport, we investigated data bases on dangerous goods transport. The purpose of this study was to analyze the existing systems in seven countries and to identify the operational procedures and needs of potential users (shippers, carriers, police or other enforcement services, emergency services). The data bases widely differ in the nature and structure of the information processed according to the type of potential users and the objectives: publicizing regulations, helping organize shipments of dangerous goods, helping enforcement of regulations, and circulating information on hazards. Nevertheless, we notice that the carriers, who are the principal potential users, according to the field of the study, are not very inclined to use this type of information processing.
