COST-BENEFITS METHODS AND THE EVALUATION OF CLIMATIC CHANGE
This paper analyzes the economic effects of climate change and the ways in which economists attempt to measure such effects, particularly with cost-benefit analysis. It is concluded that many of these methods are inappropriate as measures of the resource allocation effects of climate change and tend to overstate the associated costs because they ignore the adaptability of the economy to such changes. Methods of compensating cost-benefit analyses for this defect are suggested.
