SECOND AND FINAL REPORT UPON THE INQUIRY INTO THE MANAGEMENT OF DRINK DRIVERS APPREHENDED WITH HIGH BLOOD ALCOHOL LEVELS: DRINK DRIVER EDUCATION AND TREATMENT
In this, its second and final report, the committee reviews the development of drink driving education programs in Victoria, and evaluates evidence of their effectiveness. The committee also considers measures to clarify the role of these programs in victorian relicensing procedures for chronic drink drivers. The report argues that drink driving education programs have an important role to play in reinforcing the deterrent effect of the penalty system, and complementing broader health promotional activities aimed at reducing the incidence of alcohol related problems in the community. The report describes the origins of drink driving rehabilitation programs in the United States, and how the educational branch of these programs was developed and established in Victoria, and also how drink driving education programs have been involved in relicensing procedures for chronic offenders. The operation of drink driving education programs in Victoria is reviewed. The contribution being made by drink driving education programs to the management of chronic offenders is evaluated, including an assessment of the scope for treatment of alcohol dependence and problem drinking, and for education of hazardous drinkers. The committee also identifies the key health intervention issues involved in the design of effective educational programs for chronic drink drivers, and discusses appropriate criteria for evaluating the effectiveness of drink driving education programs. The report describes new directions for drink driver education in the management of chronic offenders, in particular the establishment of a system of accreditation and standards monitoring, clarification of the role of drink driver education in license restoration procedures, and measures to concentrate available resources on early intervention in the development of more serious alcohol related problems.
