EDMONTON BROKERAGE DEMONSTRATION PROJECT: FINAL EVALUATION REPORT
The Edmonton DATS Brokerage Demonstration Project was undertaken by the City of Edmonton with the assistance of the Transportation Development Centre of Transport Canada. The objectives of the project were: (1) to evaluate the effectiveness of a "brokerage management concept" in a paratransit operation; and (2) to demonstrate the application of an off-the-shelf computerized scheduling aid and management assistance program. The report evaluates the performance of the project and the cost effectiveness achieved in two years of operation. The computer-aided scheduling and management assistance program is described and evaluated in terms of its contribution to the management of the system. The experience gained in introducing and operating a "brokerage system" is described including dealing with the taxi industry, contracting to independent owner-operators, and optimizing the partnership between the private and public sectors in providing paratransit services.
