AREA-WIDE TRAFFIC CALMING MEASURES: ACCIDENT ANALYSIS --TRAFFIC SAFETY THEORY AND RESEARCH METHODS. APRIL 26-28, 1988, AMSTERDAM, THE NETHERLANDS. SESSION II: MODELS FOR EVALUATION

In the Federal republic of Germany a common long-scale experiment is carried out in six model cities to investigate the impact of area-wide traffic reduction measures on urban areas and different traffic situations. An analysis is made of the accidents in these cities. The methodology of this accident analysis was developed in the course of a pilot study. The objective of the study was to prove the practical applicability of statistical methods that are powerful enough to recognize changes in accident occurences even in cases of low accident rates. Furthermore these statistical methods should also point at correlations between traffic reduction measures and a decrease of accident rates. All tests were before and after studies with control groups. The tests were based on various figures (realizations of the random variables of the statistic model) consisting both of absolute accident rates like: (1) total number of accidents; (2) accidents of a certain kind; (3) accidents with injuries; (4) accidents in correlation with certain road users; and (5) accidents of a certain severity and relative accident rates, (the quotients of absolute accident rates and suitable exposure values such as number of residents, length of the road network and kilometers travelled).
