TOWARDS PROGRAM EVALUATION - SOME RESULTS FROM THE ROAD TRAFFIC AUTHORITY, VICTORIA. NEW ZEALAND ROADING SYMPOSIUM 1987. VOLUME 3
This paper argues that the introduction of program budgeting in Victoria has resulted in an increased emphasis on the evaluation of traffic management program expenditures. Examples supporting this are presented. Firstly, the application of cost-effectiveness based techniques for assessing priorities in forward works programs is reviewed, and a framework for one such works ranking system is discussed. Its strengths and shortcomings are highlighted. Secondly, a number of results of road safety and operational studies are presented and it is concluded that traffic facilities can be extremely cost-effective in operational and road safety terms. The need for further work in this area is supported, however, as program evaluation at present is limited in coverage and is not comprehensive in its approach. Lastly, some additional studies contributing to the better understanding of resource utilisation are noted. It is concluded that an increasing emphasis on the evaluation of resource expenditures in transport is likely to continue in future. For the covering abstract of the symposium see IRRD 810782.
