THE MAINTENANCE AND ADMINISTRATION OF REGULAR ROADS (II). SYSTEM OF IMPLEMENTATION. MANAGEMENT AND TECHNIQUES OF ROAD MAINTENANCE - REPORT OF A SEMINAR-CUM-STUDY TOUR, JAPAN, 24 OCTOBER TO 2 NOVEMBER 1984
This paper describes the purpose, organisation, training, and functions of Japanese road patrols of which there are 5 types: (1) the regular patrol which monitors road and traffic conditions from within the patrol car; (2) the night time patrol, implemented to ensure night time safety; (3) scheduled patrols for the examination and inspection of road structures (maintenance); (4) emergency patrols which operate during typhoon, rain, storm, heavy snow, or earthquake conditions, etc.; and (5) snow and ice patrols which monitor snow accumulation and road surface conditions during winter.
