THE AUTOMOBILE INSURANCE IN THE COUNTRIES IN THE PROCESS OF MOTORISATION. 2ND WORLD CONGRESS OF THE INTERNATIONAL ROAD SAFETY ORGANISATION, LUXEMBOURG, SEPTEMBER 16-19, 1986
The first part of the paper presents the automobile insurance in the countries in the process of motorisation, discusses the degradation of insurance in general due for a major part to the severity of the accidents. The lack of prevention entails very high accident costs. Statistics are quoted. Part 2 outlines research into appropriate solutions e.g., improvement of driving (education, alcohol, speed, etc...) and vehicles, system of compensation of personal injuries, and application of appropriate sanctions: besides repression, reinforcement of the dissuasive hence preventive aspect of sentences.
