EFFECTIVENESS OF SEAT BELT WEARING AND SEAT BELT LAWS. INTERNATIONAL REVIEW AND SWEDISH EXPERIENCE. 2ND WORLD CONGRESS OF THE INTERNATIONAL ROAD SAFETY ORGANISATION, LUXEMBOURG, SEPTEMBER 16-19, 1986

Seat belt use rates and seat belt laws in different countries are reviewed and various factors influencing belt use under voluntary and mandatory conditions are discussed. Special attention is paid to the experience from the Swedish seat belt law and the recently implemented compulsory belt wearing law in Britain. Some strategies for increasing seat belt usage are outlined and the importance of a comprehensive approach is emphasized. Based on extensive accident research, the effectiveness of belt wearing and belt laws is described with special respect to occupant injury reductions, injury severity by body region, front seat versus rear seat, children versus adults, and the use and effectiveness of child systems. For the covering abstract of the congress see IRRD 810683. (Author/TRRL)
