ACCIDENT RISK OF YOUNG DRIVERS IN EUROPEAN COUNTRIES AND POSSIBILITIES FOR REDUCING IT. 2ND WORLD CONGRESS OF THE INTERNATIONAL ROAD SAFETY ORGANISATION, LUXEMBOURG, SEPTEMBER 16-19, 1986

In a lot of European countries, accident statistics show that young drivers are far more traffic accident prone than older ones. Young drivers as moped, motorcycle or car drivers mostly have an accident with the vehicles with which they take part in motorised traffic for the first time. Most often they do have an accident with mopeds at the age of 15 to 17 years and with motorcycles or cars at the age of 18 to 20 years. Depending on the category of vehicle, there are considerable differences in accident rates between the various countries. Austria comes first with moped victims. Switzerland registered most motorcycle victims and young car drivers were quite often involved in accident in the FR Germany. The causes of the high accident rates among young drivers mainly are their lack of experience, their taste for danger and their learning situation. Their lack of experience as well as an often limited training give rise to particular accident types such as deviation from the street, skidding and too high speeding. Their high taste for danger represents a behaviour pattern specific to the young and has as consequence often very serious accidents. Thirdly after receiving their driving licence, young drivers gather negative experiences in road traffic which have an unfavourable influence on their learning situation, such as the observation of contravening regulations, their disrespect, fast driving, etc. Possibilities of improving the unfavourable accident situation of young drivers could be: introduction of a phase driving licence for motorcycle riders, improvement of driving school training, reinforcement of safety information and education within schools, self-limitation of the motor industry when making publicity, reinforced traffic control of drunken driving and of unadapted speeding as well as prohibition of technical manipulations of motorised two-wheelers.
