The disparity in development of population, labour force and employment causes commuting. The development of commuting is very important for the amount and direction of mobility. In policy studies about traffic forecasts commuting has to be treated with special attention. The problem is that commuting is both the starting point and the result of the study at the same time. The Randstad strategical study is taken as an example of how to deal with the possibilities of incorporating commuting in traffic forecasts. In this study a simple decision rule has been chosen.
