THE METROPOLITAN PHOENIX FREEWAY PLAN. 1988 TRANSPORTATION ACHIEVEMENT AWARD (FACILITIES)
The Metropolitan Phoenix Freeway Plan is briefly described. The Plan represents a model of cooperation between state and local governments, as welll as cooperation between the public and private sectors in the development, financing, and implementation of a pivotal transportation program. The history of the plan is described. A series of phased in gas tax increases to fund both the existing highway needs and some of the major links on the Freeway Plan was proposed followed by others: county bonds financed with property taxes; and a sales tax. The plan's implementation is described including the paramount considerations associated with the delineation of the development strategies; the creation of the Urban Highway Section of the Arizona Departent of Transportation; the use of value engineering techniques; and strategies to reduce right-of-way costs. The future of the plan is also discussed.
