FAA SEEKS $1 BILLION INCREASE, MORE PERSONNEL IN 1990 BUDGET
The Federal Aviation Administration (FAA) budget for Fiscal 1990, a record $7.4 billion, calls for additional personnel, discretionary use of airport grant funds and an increase of $1 billion. The agency is seeking congressional approval for a change in the legislative formula by which grants from the Aviation Trust Fund are allocated. Under the requested formula, which is influenced by enplanement figures, $1.35 billion in grant money would be distributed--$810 million for primary airports and $540 million for discretionary uses. Under the 1990 budget, operations funding would rise 14% to $3.923 billion, funding for facilities and equipment would increase 41.3% to $1.955 billion, and research funding would rise by $5.1 million to $165 million. The authorized workforce would increase by 1,940 positions, or 4%, for a total of 50,465 positions. An additional 80 positions would be created for National Airspace System logistics support. An increase of 727 positions is requested in the aviation standards area, including 300 safety inspectors, 100 enforcement attorneys and support personnel. Allocations per program for the major Fiscal 1990 programs are listed.
