HIGHWAY FUNDING
Addressing the Associated General Contractors of America (AGC), Ray Barnhart, former Federal Highway Administrator and current executive director of the Coalition for Transportation Trust Funds, urges individual AGC members and chapters to exert an influence on national highway policy by voicing their concerns to state governors and legislators. He urges AGC members to explain that the states could be receiving $3 billion more in each of the next five years if Washington would budget Highway Trust Fund monies to the full extent permitted by current law, instead of using them to balance the budget. He points out that, although most states have eliminated or are phasing out their gasohol subsidies, few legislators realize that the federal subsidy still costs the states, collectively, a half-billion dollars per year. Stating that the diversion of federal highway taxes directly affects state budgets, he concludes by directing AGC members to generate grass roots support in their state capitols, and, by determination and commitment, to make the difference in national policy.
