SUBURBAN GRIDLOCK. FIGHTING CONGESTION TO IMPROVE MOBILITY

Suburban traffic congestion and ways of combating it drew considerable attention during the 67th TRB Annual Meeting in January 1988. A session entitled "Suburban Mobility," organized by the Urban Mass Transportation Administration (UMTA), focused on public transportation and institutional issues and was part of an effort by UMTA to improve the ability of individuals to travel freely by providing a variety of alternatives to the single-occupant automobile and establishing the physical and institutional environment in which these alternatives can be effective. This article reviews the presentations by the speakers and the summation by the moderator. The moderator was Lawrence Dahms, executive director, Metropolitan Transportation Commission, Oakland, California. Speakers included Alfred DelliBovi, administrator, Urban Mass Transportation Administration; Elizabeth Deakin, assistant professor, Department of City and Regional Planning, University of California, Berkeley; James Reichert, general manager, Orange County Transit District (OCTD); and Albert Dwoskin, president, A.J. Dwoskin Associates, Fairfax, Virginia.
