TECHNICAL PROCEDURES FOR INTERCHANGE JUSTIFICATION
Suggested procedures are presented for the justification, analysis and documentation for new or improved access to Interstate and other limited access highways. The paper discusses policy issues, and outlines the preparation of justification requests. The paper is based upon conditions and procedures pertinent for Florida, but should be applicable to conditions found in other states and to other types of limited access highways. Federal and state policy on Interstate access is discussed, and operational guidelines on interchange spacing are presented. The approval process for interchanges are discussed, including the general interchange approval process; justification report contents, coordination with land planning requirements; data requirements; traffic analysis; preliminary engineering designs and cost estimates; and cost-benefit comparisons.
