MICROCOMPUTER PROGRAM ASSISTS PLANNING FOR FLEET FUNDING

To improve the long range planning of replacement and rehabilitation funding and to attempt to forecast the future effect of implementing various budget scenarios, the Lake County Division of Transportation, Libertyville, Illinois, has developed a capital equipment replacement analysis (CERA) microcomputer program as a planning tool to help plan equipment replacement and rehabilitation over a 30-year period. CERA is written in the BASICA programming language (IBM) and is configured to run on the IBM-PC series of microcomputers. The first step in implementing the program was an exhaustive inventory of all division equipment with a replacement cost over $300. Other steps are discussed in this article, along with analysis methods used to determine when to rehabilitate or replace a piece of equipment.
