A PROCEDURE FOR IDENTIFYING NEEDED IMPROVEMENTS IN A TRAFFIC NETWORK

This paper reviews current methods for identifying and scheduling state of the art needed improvements in a traffic network, and proposes a way to develop a technical procedure to establish priorities for scheduling roadway improvements in urban areas to realize maximum benefits from limited resources. The paper describes the selecting of parameters for measuring traffic performance at intersections and midblock sections; standards for parameters defining traffic performance at such locations; comprehensive traffic operational deficiency index; and a priority index formula for improvements. The procedure was successfully used to develop a transportation system management plan for the City of Texarkana, Texas. The City of Kansas City, Missouri, also used the procedure in developing an intersection improvement program.
