THE STRUGGLE TO CATCH UP WITH THE MULTIPLE-LICENSE HOLDERS
The Commercial Driver License Act of 1986 made it illegal to hold more than one license. However, the article notes that many hurdles must be overcome before the act becomes a reality. The Act also establishes a computerized notification network that will make sure authorities in each state know within seven seconds whether an applicant for a commercial driver's license already has a license valid or suspended in another state. Trucking companies will have access to the same driver-license files, making it increasingly unlikely that an employer will unknowingly hire a driver holding two licenses. Each of the 50 states and the District of Columbia and the overseas territories will test its own drivers and issue its own commercial driver license (CDL), which will conform to federally mandated standards. The licenses, will when necessary be suspended and revoked by the states. It is required that between now and 1992, each state must pass a new Commercial Driver License law and an administrative mechanism to implement it. Drivers failing to obtain a new federally mandated CDL could be fined $2,500.
