TOWARDS A FAIRER AND MORE EFFECTIVE FARE SYSTEM? THE OTTAWA EXPERIENCE OF TIME OF DAY SERVICES

In an effort to increase revenues while not creating undue hardships on all riders, the Ottawa-Carleton Transpo introduced a new fare system in which fares paid are more closely related to distance travelled by the passenger and the time of day travelled. Base fare was reduced from $1.20 to $.75 and peak period premiums were introduced on all routes except local suburban service. A similar approach was taken with the monthly pass system. Although preliminary results are encouraging with an increase in fare box revenue, more refinement is needed to compensate for the larger than expected shift in ridership from cash to pass fares.
