FOREIGN COMPETITION, TECHNOLOGICAL CHANGE, AND THE DECLINE IN US MARITIME EMPLOYMENT
This paper explains the nature of foreign competition and technological change in the maritime industry with regard to the impact that they have had, and continue to have, on employment levels in the fleet. The impact of so-called "flag of convenience" registry on the US flag fleet is discussed. Then, the impact of technological change on employment requirements of the fleet is examined; and policy implications are discussed.
