DEFICIENCIES IN ENFORCEMENT, JUDICIAL, AND TREATMENT PROGRAMS RELATED TO REPEAT OFFENDER DRUNK DRIVERS
The report presents the findings and recommendations of the National Transportation Safety Board's study on "repeat offender" drunk drivers. It is organized in the chronologial order of events which could by encountered by a drunk driver being processed through the several systems. A variety of weaknesses in the law enforcement judicial, and treatment systems which contribute to the persistence of the repeat offender problem are documented, and steps are recommended to be taken by states, judicial training organizations, the Veterans Administration, and the National Highway Traffic Safety Administration to enhance the effectiveness of the enforcement, judicial, and treatment practices in reducing recidivism.
