ACCIDENT POTENTIAL IN THE TRANSPORTATION OF HAZARDOUS POLLUTING SUBSTANCES FOR THE LOWER GREAT LAKES BASIN

As a result of the Canada/U.S. Agreement on Great Lakes Water Quality a study was carried out for the Canadian Government on the identification of hazardous polluting substances in the lower Great Lakes Basin. To establish the list of hazardous materials, a methodology was developed for ranking the materials according to each criteria separately and for combining each into an overall rates system. The ranking of materials according to toxicity to aquatic life, incorporates the effects of lethal concentrations, solubility, volatility, biochemical half-life and physical state. For amounts used in commerce and industry the ranking was based on production, use, imports and exports of materials and extent of distribution or movement of materials. This paper describes the methodology developed for ranking materials according to the mode of transport.
