ACTION INSTEAD OF LEGISLATION: A BETTER FORM OF MORALITY
It is suggested that the DBE (Disadvantaged Business Enterprises) program puts too many constraints on the highway program. Some current participants feel that the program has outlived its usefulness. An alternative view calls for voluntary rather than mandated action. The importance is noted of setting up mentor systems, and establishing role models for minority businesses.
