REGULATION AS A POLITICAL QUESTION
The author argues that there are at least two frameworks within the debate on the proper institutional arrangements for regulation. First, all possible means of regulation are evaluated and the one most efficient in achieving the regulatory objective is chosen. Second, regulation is viewed as a political act. Thus, the choice of institutional alternatives must take existing political conditions into consideration. Private sector planning, which is a kind of regulation, is done mostly as a result of political forces whether or not it is the most economical or efficient.
