STATES INVEST $1.3 BILLION IN NATION'S PORTS

The article desribes the findings of AASHTO's (American Association of State Highway and Transportation Officials) Survey of State Funding of Landside Port Facilities and Cargo Terminals, which provided data valuable for the determination of methods of port development. The data is useful in developing financial plans for port and harbor improvement projects. The data also identifies significant changes in the annual funding levels for landside port facilities in states that undertake habor improvement projects. The amount of funds invested annually by the states in landside port and terminal facilities is tabulated as well as the amount of funds invested by each state, ranked by dollars spent on landside port facilities. The eight major sources of state funds used to fund port development projects are noted. Oregon's use of state lottery as a source of funding, and Maryland's use of toll revenues are noted. The article also discusses the impacts of user charge legislation.
