This report outlines the difficulties and excess costs which arise in urban transit operations as a result of outdoor storage in locations where winter brings on freezing temperatures, snow, sleet and freezing rain. Actual experience encountered in Cleveland, Toronto, Hamilton, Halifax, Ottawa and Winnipeg.
