INFRASTRUCTURE FOR THE 21ST CENTURY. FRAMEWORK FOR A RESEARCH AGENDA

This is the report of a study which examined (1) promising research areas for the technological improvement of infrastructure; (2) factors governing the adoption or rejection of technological innovations; and (3) the means for developing and carrying out a national research agenda to foster innovative research for infrastructure systems. The report describes the opportunities for research, as well as the barriers to innovation that transcends the separate modes that together constitute the infrastructure system. The study found illustrative opportunities for cross-cutting research pertinent to infrastructure in materials sciences, information technology, urban and regional planning, and nondestructive evaluation. It was found that research and development can contribute in significant ways to the performance of infrastructue services by providing managers and policymakers with a broader range of options. The need is expressed for a program of infrastucture research, development, and technoloy transfer, and an immediate 2-year implementation program is recommended. The tasks of this program should include the following: defining the mechanisms and limitation s under which it should operate; develop a national agenda for R&D; bring the expertise of the existing modal research groups; establish goals and criteria for research and implemention; and inform the federal, professional and public communities about a more effective infrastructure.
