REPORT OF THE PRIVATE SECTOR ADVISORY PANEL ON INFRASTRUCTURE FINANCING TO THE COMMITTEE ON THE BUDGET. UNITED STATES SENATE
This is a report of a study of the history of governmental responsibility for infrastructure funding, the impact of the shift in financing responsibility from the federal level to state and local governments, and the potential for new and innovative infrastructure funding mechanisms. The report provides insight on trends in infrastructure funding over the past few decades and with regard to projected funding shortfalls in the coming years. The study sheds light on the fact that despite efforts at the state and local levels to develop new debt instruments, credit enhancements and user fees, strong federal involvement is essential. The study also outlines an assortment of mechanisms to address the serious and growing shortfall in national infrastructure funding. The following recommendations were made: create a new infrastructure trust fund financed with $25 billion in special federal contributions; create a new, tax-exempt infrastructure bond to help local governments; and support public/private partnerships in constructing and managing infrastructure facilities.
