NEW TRANSPORTATION CONCEPTS FOR A NEW CENTURY. AASHTO POLICY RECOMMENDATIONS ON THE DIRECTION OF THE FUTURE FEDERAL SURFACE TRANSPORTATION PROGRAM
In the light of the completion of the Interstate Highway Program and the challenge of redefining and refocusing America's surface transportation program, the American Association of State Highway and Transportation Officials (AASHTO) initiated "Transportation 2020." This document presents the policy recommendations of AASHTO developed and collected under the Transportation 2020 process. Discussion of these recommendations with regard to highways and public transportation is presented in the following areas: (1) historical background and AASHTO's Transportation 2020 policy process; (2) findings from the Transportation 2020 information development, collection and analysis effort; (3) national surface transportation goals and objectives; (4) federal role and program recommendations; and (5) summary of AASHTO's major policy recommendations.
