PROTECTING AMERICA'S WETLANDS: AN ACTION AGENDA. THE FINAL REPORT OF THE NATIONAL WETLANDS POLICY FORUM

In the summer of 1987, at the request of the U.S. Environmental Protection Agency, The Conservation Foundation convened the National Wetlands Policy Forum to address major policy concerns about how the nation should protect and manage its valuable wetlands resources. The goal of the National Wetlands Policy Forum was to develop sound, broadly supported recommendations on how federal, state, and local wetlands policy could be improved. To assist in this effort, Forum members sponsored public workshops in Louisiana, New Jersey, and Washington State in May 1988. These public workshops were very well attended and provided valuable local and national insights into the problems of wetlands management and protection. Other individuals and groups were also consulted. This report thus represents a consensus, reflecting a wide diversity of perspectives and based on an extensive process of consultation that has been built over many months of discussion and negotiation. An extensive list of recommendations is presented that covers both promoting better private and public stewardship through nonregulatory appproaches and improving the effectiveness and efficiency of regulatory programs. The recommendations fall into three general categories: protecting the resource, improving the protection and management process, and implementing the Forum's recommended program.
