ANALYSIS OF REGULATION EFFECTS IN THE TRUCKING INDUSTRY : A TECHNOLOGICAL APPROACH

In recent years, deregulation in the tranport industries has been an important issue in North America. In Canada, although large scale deregulation has not yet been implemented, a certain political will towards deregulation has been observed at the provincial and Federal levels of government since 1984. The main purpose of this paper is to present the methodology used to analyze the technology of the trucking industry and also its theoretical background. This methodology is particularly useful when investigating the questions of return to scale, beneficiaries of regulation and productivity growth in the trucking industry. Although the paper concentrates primarily on the application of the methodology to the trucking industry, it is emphasized that it can be used for other regulated industries such as the airline industry, electric utilities and the rail industry.
