ORGANISATION OF WEST GERMAN PUBLIC BUS SERVICES
ORGANISATION DER BUSDIENSTE DES BUNDES IM OEPNV
The public local transport services (OPNV) have been suffering from economic problems for some time. The bus services of the German Railways, as the largest OPNV operators, have also been concerned by this. Financial support is given by the West German Government and by the local authorities. A survey of these problems of the bus services is concerned in detail with the initial position, the West German government and the OPNV, the development of OPNV and a comparison of organizations (legal forms, groups of undertakings, organs) and of operations (offered services, comparison of profit and cost). There is also a report on financing (required capital, subsidies, remaining costs, problems of remaining costs) and organization models are introduced (design, construction). These include a public legal model (importance to traffic policy, economy), a concern model and the "group of undertakings" model.
