TRANSPORT COSTING METHODOLOGIES: PROCEEDINGS OF THE SEMINAR HELD AT THE COUNCIL FOR SCIENTIFIC AND INDUSTRIAL RESEARCH, PRETORIA, ON 21 OCTOBER 1985

The conclusions of the National Transport Policy Study suggest a move toward freer competition, less regulation, cost-based tariffs, and a reduction in cross-subsidies. This workshop explores the costing methodologies and associated financial implications of these policy moves in terms of freight and passenger transport, long distance and commuting, and examines the complex question of subsidies and how to pay for them. Special attention has been given to the costing methodology that should underpin the efficient utilization of the different transport modes. Several case studies have been analyzed and costing methodologies and techniques have been adapted for them.
