TRANSIT SYSTEM PERFORMANCE REVIEW. PITTSBURGH PROTOTYPE STUDY. FINAL REPORT

This report describes the application of a methodology to assess the effectiveness of resource management in a transit environment. It presents simple techniques which are commonly applied in private enterprise to assess a firm's market strength and the capability of internal operations. Although the approach and techniques were applied to the Port Authority of Allegheny County Transit System (PAT), the findings may be of interest to other transit systems because it represents the realistic applications of these methods under field conditions.
